Material aid for students

FOR THE ACADEMIC YEAR 2022/2023

Financial support for students in the form of non-returnable scholarships and allowances financed from the funds allocated for this purpose in the state budget is granted

by universities on the terms specified in the Act - Law on higher education and science.

What are the rules governing student benefits?

The granting of student benefits is governed by the following regulations:

  • art. 86-95 of the Act of July 20, 2018 - Law on Higher Education and Science (Journal of Laws of 2023, item 742, as amended),
  • Act of November 28, 2003 on family benefits (Journal of Laws of 2023, item 390, as amended) - with regard to the rules for determining the amount of monthly income per person in a family,
  • regulations of benefits for students of WSZ-SW,
  • Act of June 14, 1960, Code of Administrative Procedure (Journal of Laws of 2023, item 775, as amended) - to conduct administrative proceedings regarding the award of benefits.

By when do we apply for student benefits?

Applications for benefits must be submitted within the following deadlines:

  • social scholarship until November 10
  • scholarship for people with disabilities until November 10,
  • Rector's scholarship until November 15.

Please submit applications in person to the university's Dean's Office; via post or courier. In individual cases (only after consultation with an employee of the Dean's Office) scans of applications can be sent with attachments (originals delivered at a later date) to the e-mail address: selki@wsz-sw.edu.pl.

Who can apply for Student Benefits?

The right to benefits is granted to full-time and part-time students, regardless of age, enrolled in first- and second-cycle studies for a total period of 12 semesters, regardless of their receipt by the student.
Within this period, benefits are granted to studies:

  1. first degree - not longer than 9 semesters;
  2. second degree - not longer than 7 semesters.

The period of 12 semesters, during which the student is entitled to benefits, begins at the moment of starting studies and acquiring the student's rights for the first time (in the first field of study). The period of entitlement to benefits includes all semesters commenced by the student at the university, including the semesters during the period of study leave. The exception is the semesters of subsequent first-cycle studies commenced or continued after obtaining the first professional title of bachelor, engineer or equivalent (subsequent first-cycle studies are not included in the period of entitlement to benefits). In the case of studies in several fields of study, the semesters taken simultaneously are treated as one semester.

In order to document the period of possession of the student status, each application for granting the benefit should be accompanied by the completed "Student's declaration on the periods of the applicant's status of a student".

important:

Right to benefits not entitled students who are:

  • professional soldiers who undertook studies on the basis of a referral from a competent military authority and received assistance in connection with receiving education on the basis of the provisions on military service,
  • soldiers called up for voluntary compulsory military service referred to in Art. 95 section point 1 of the Act of 11 March 2022 on the Defense of the Homeland, or professional soldiers performing military service at the military university where they receive their education,
  • officers of state services in the candidate service or who are officers of state services, who undertook studies on the basis of a referral or consent of a competent superior and received assistance in connection with receiving education on the basis of the provisions on service.

benefits are not entitled also to a student who has a professional title (including one obtained abroad):

  • Master's degree, Master's degree in engineering or equivalent.,
  • bachelor's, engineer's or equivalent if he resumes first-cycle studies.

What benefits can a student receive?

A student may apply at WSZ-SW for non-returnable benefits in the form of:

  • social scholarship,
  • scholarship for disabled people,
  • Chancellor's Scholarship,
  • allowances.

A student may simultaneously receive a social scholarship, a rector's scholarship, a scholarship for disabled people or an allowance, provided that he or she meets the criteria provided for each of the benefits, provided that the total monthly amount of the social scholarship and the rector's scholarship received by the student cannot exceed PLN 2739,80.

How long can a student receive benefits?

Scholarships (social, rector and for disabled persons) are awarded on the student's request for the academic year and are paid for a period of 9 months.

The allowance is a one-off benefit which may be awarded no more than twice in an academic year and only once for a given event.

Students of full-time and part-time studies are entitled to benefits, regardless of age, enrolled in first and second cycle studies by the total a period of 12 semesters, regardless of their receipt by the student. Within this period, benefits are granted to studies:

  • first degree - not longer than 9 semesters;
  • second degree - not longer than 7 semesters.

If the student has undertaken long-cycle Master's studies, the duration of which is 11 or 12 semesters specified in the law (e.g. in medical fields), the total period during which benefits are due is longer by 2 semesters, i.e. a total of 14 semesters. .

The period of 12 semesters (or 14 semesters in the case of uniform master's studies, the duration of which is 11 or 12 semesters specified in the law) during which the student is entitled to benefits begins in the moment of starting studies and acquiring student rights for the first time (in the first major studies). The period of entitlement to benefits includes all started by semesters during studies, including semesters falling during the period of student's use leave from classes. The exceptions are the terms of the subsequent first-cycle studies started or continued after obtaining the first professional bachelor's degree, engineer or equivalent (subsequent first-cycle studies are not included in the period
entitlement to benefits). In the case of education in several fields of study semesters taken simultaneously are treated as one semester. There is an exception to the above rules concerning the right to a grant for persons disabled. If the disability arose during studies or after obtaining a professional title, the student may receive a scholarship for individuals disabled in subsequent fields of study for an additional total period of 12 semesters. When assessing the right to a scholarship for disabled people for the next studies (first and second cycle or long cycle studies) is essential the moment when the disability arose, not the date of the confirmation certificate the above fact. The date or period when the disability arose is determined on the basis of the content above judgments.

The provisions regarding the period of entitlement to benefits apply accordingly to students, who studied or obtained professional degrees abroad.

The decision to grant the benefit expires on the last day of the month in which the student lost the right to the benefit due to obtaining a professional title, was removed from the list of students in the field of study in which he received the benefit, or a 6-year period of 12 semesters (or 14 semesters in in the case of uniform master's studies lasting 11 or 12 semesters) the right to benefits as part of the studies. This expiration takes place by operation of law and the procedure for declaring the expiry of a decision pursuant to Art. 162 kpa.

A student applying for scholarships or receiving such benefits has the statutory obligation to immediately notify the university of the occurrence of circumstances causing the loss of the right to benefits (obtaining the professional title of master, master engineer or equivalent, and bachelor, engineer or equivalent, or the end of the period of entitlement to benefits).

Studying in more than one field of study

A student who studies several fields of study at the same time may receive a benefit of a given type (e.g. a social grant) only in one field of study indicated by him. A student may receive a given benefit in one field of study (e.g. a social scholarship) in one field of study, and another benefit (e.g. a rector's grant) in the other field of study, including at a different university.

Student benefits and leave from classes

During the leave period, the student is not entitled to receive benefits in the form of a social scholarship, scholarship for disabled persons and allowances. In the case of obtaining the right to leave during the academic year, benefits will cease to be paid from the month following the month in which the student was granted leave consent.

This rule does not apply to the rector's scholarship, which is paid during the leave.

What are the criteria for awarding student benefits?

Social scholarship

may be received by a student in a difficult financial situation whose monthly income per person in the student's family does not exceed the amount PLN 1294,40 per month per person in the student's family.

This means that a student with a per capita family income above PLN 1294,40 can't receive a social scholarship. This is the statutory maximum amount and even in special cases, the university may not grant a social scholarship with higher income per person in the student's family.

In particularly justified cases, a student may receive a social grant in an increased amount according to the detailed criteria specified in the regulations of student benefits. A justified reason for increasing the amount of this scholarship may be, for example, increased costs of family maintenance resulting from studying outside the place of permanent residence, illness or disability of a family member or other difficult life circumstances.

The amount of monthly income per person in the family of a student applying for a social scholarship is determined on the terms specified in the Act on family benefits. This act, in Art. 3 point 1 lists all sources of income to be taken into account when assessing the financial situation of the family, however - for the purposes of granting a social grant - the following benefits are excluded from the income:

  1. social scholarships, scholarships for people with disabilities, rector's scholarships, allowances, scholarships financed by a local government unit, scholarships for academic performance or in sports financed by a natural person or a legal person who is not a state or local government legal entity, ministerial scholarships for significant achievements, scholarships for own university scholarship fund (scholarships for academic performance for students and research scholarships for employees and doctoral students),
  2. scholarships received by pupils, students and doctoral students as part of:
  • structural funds of the European Union,
  • non-recoverable funds from aid granted by the Member States of the European Free Trade Association (EFTA),
  • international agreements or executive programs prepared for these agreements, or international scholarship programs,
  1. material assistance benefits received by pupils under the regulations about the education system,
  2. social scholarships awarded by entities referred to in art. 21 sec. 1 point 40b of the Act of July 26, 1991. on personal income tax (public benefit organizations, e.g. foundations).

Composition of the student's family

Accordance with the law - Law on higher education and science, when determining the monthly income per person in the student's family, the income of the following family members is taken into account:

  • student,
  • the student's spouse,
  • parents, legal or actual guardians of the student,
  • being the dependents of the above-mentioned persons, underage children, children under the age of 26, and, if the 26th year of age falls in the last year of studies, until their completion, and disabled children, regardless of age.

Applying for a social scholarship without the income of parents and siblings

A student who does not run a joint household with any of the parents, legal or actual guardians and confirms this fact in a declaration, may apply for a social grant without showing the income earned by these persons and their dependent underage children, children up to 26 years old. years of age, and if the 26th year of age falls in the last year of studies, until their completion, and disabled children, regardless of age, if they meet at least one of the following conditions:

  • is 26 years of age;
  • is married;
  • has underage children, children under the age of 26, and if the 26 is in the last year of studies, until the end of their studies, and disabled children, regardless of age;
  • he has reached the age of majority while in foster care;
  • has a stable source of income and its average monthly income in the previous tax year and in the current year in the months preceding the month of submitting the declaration on not running a joint household with any of the parents, legal or actual guardians, is higher than or equal to PLN 930,35.

Documenting the financial situation of the student's family

The social scholarship is awarded on the application submitted by the student together with documents confirming the composition of the student's family (determined on the day of submitting the application) and the income of the student and his family from the calendar year preceding the academic year (i.e. 2022) taking into account the income obtained and lost.

Annual farm income, taken into account when determining the monthly amount of income per person in the family of a student applying for a social scholarship applicable in the 2023/2024 academic year, in 2022 was PLN 5549,00 (Announcement of the President of the Central Statistical Office of September 22, 2022 on the average income from work in individual farms per 1 conversion ha in 2021 year)

Certificate from the social welfare center

A student whose monthly income is per person in the family does not exceed the amount of the income criterion entitling to apply for social assistance benefits (from January 1, 2022 - 600 PLN net), is obliged to attach a certificate from a social welfare center (or social services center) to the application for a social scholarship about the use of social assistance benefits by him or his family members in the year of submitting this application (the student can submit the application for a certificate electronically via the ePUAP platform). .

Important! Failure to enclose such a certificate results in the refusal to grant a social scholarship.

If a student or his or her family members demonstrate very low or no income in their application for a social scholarship and do not receive social assistance benefits, Art. 88 section 5 above Act, according to which a student may be granted a social scholarship if he/she proves his/her family's sources of income.

Scholarship for people with disabilities

a student with a disability certificate, a disability degree certificate or a certificate referred to in art. 5 and art. 62 of the Act of August 27, 1997. on vocational and social rehabilitation and employment of disabled people (i.e. a certificate of a ZUS certifying physician, a certificate of being classified as a disabled person, a certificate of permanent or long-term incapacity to work on a farm). Other documents, e.g. medical documentation, a medical certificate or a document on disability issued by an adjudicating body in another country, do not constitute grounds for granting this scholarship.

The scholarship for people with disabilities is awarded regardless of the student's income.

The scholarship for people with disabilities is awarded for the period of validity of the certificate confirming the disability, but not longer than for the academic year. If the validity of the disability degree certificate expires during the academic year, the scholarship will cease to be paid from the month following the expiry of the validity of the certificate.

In the event of the expiry of the validity of the certificate of disability or the degree of disability and the re-determination of the disability or the degree of disability constituting the continuation of the previous decision, the right to the scholarship is established from the first day of the month following the month in which the validity of the previous decision expired, if the student meets the conditions entitling to acquire this benefit and has applied for a scholarship for disabled people within three months of the expiry of the previous decision. The scholarship for people with disabilities may be awarded during the academic year. In such a case, the scholarship is awarded from the month in which the application was submitted, with no possibility of compensation for the previous months.

There is an exception to the above rules concerning the right to a scholarship for disabled people. Where the disability arose in the course of studies or after obtaining a professional title, a student may receive a scholarship for people with disabilities in subsequent fields of study for an additional total period 12 semesters. When assessing the eligibility for a scholarship for people with disabilities on subsequent studies (first and second cycle or uniform master's studies) the moment when the disability arises is important, not the date of the certificate confirming the above fact. The date or period of the occurrence of the disability is determined based on the content of the above-mentioned judgments.

Chancellor's Scholarship

may be awarded to a student who has obtained outstanding academic results, scientific or artistic achievements, or sports achievements in competition at least at the national level.

The detailed criteria for awarding the Rector's scholarship are set out in the regulations of student benefits.

Moreover, the act guarantees obligatory granting by the university of the rector's scholarship, if it applies for it a student admitted to the first year of studies in the year of taking the matriculation examination, which is:

  • a laureate of an international Olympiad or a laureate or finalist of a central level Olympiad, referred to in the regulations on the education system,
  • a medalist of at least sports competition for the title of Polish Champion in a given sport, referred to in the regulations on sport.

The rector's scholarship is awarded to each student who meets the above-mentioned conditions - the number of scholarships is not limited.

Rector's scholarship may be awarded to no more than 10% of students in a given field of study. If the number of students in the field of study is less than 10, the rector's scholarship may be awarded to 1 student. 100% of students are considered to be all students registered in the year of studies on October 30 of a given academic year. 100% of students also include students repeating a year of study and students taking leave. When determining the number of students receiving the Rector's scholarship, first-year students who received the obligatory Rector's scholarships as winners or finalists of the Olympics or medalists in sports competition for at least the title of Polish Champion are not taken into account. This means that students who are obligatorily receiving the benefit in the first year of studies are not included in the limit of the number of people entitled to receive the rector's scholarship in a given field of study.

A student of the first year of second-cycle studies may be awarded a rector's scholarship if he or she started studies within 12 months of completing first-cycle studies, on the basis of outstanding academic results, scientific or artistic achievements, or sports achievements obtained during the last year of first-cycle studies. .

average grade

A student applying for the rector's scholarship should calculate his arithmetic mean of the marks. The average grade should be verified in the dean's office. In the event of discrepancies in the calculation of the average grade by the student and by the dean's office employee, the discrepancy should be explained.

Important!

In the case of students of the first year of second-cycle studies who completed their first-cycle studies at another university, they are required to submit a certificate of the arithmetic average of the grades for the last year of first-cycle studies along with the grade scale used at the university. The grade point average for the last year of first-cycle studies does not include the grade for the diploma thesis and the diploma examination.

Assessment of applications

When assessing the applications, the achievements and the average grade obtained in the previous academic year are taken into account. When assessing the application, the achievements from other years of study and before the commencement of studies at a given level are not taken into account. This rule also applies to language certificates obtained and awards obtained in subject Olympiads at secondary school. In the case of students of the first year of second-cycle studies, the assessment of the application concerns the achievements obtained during the last year of first-cycle studies under the conditions specified in the regulations.

The application is assessed using the point method, i.e. a high grade point average (not lower than 4,50) and a certain number of scholarship points is awarded for each recognized scientific, artistic or sports achievement. If there is more than one achievement in a given category, points are cumulative. The scholarship is awarded to students with the highest positions on the ranking list.

All scientific, sports and artistic achievements are documented with an appropriate certificate confirming the achievement. The certificate should be attached to the submitted application.

Grant

The allowance may be granted to a student who finds himself temporarily in a difficult life situation.

A difficult life situation justifying the granting of one-time financial support in the form of an allowance should be understood as all the conditions (e.g. material, family, social, health) in which the student's family finds itself, causing temporary problems in meeting the family's material needs. The causes of a student's difficult life situation may include, in particular, illness, an unfortunate accident of the student with serious health or material consequences, disability or death of a member of the student's family, sudden loss of employment of the student or a person dependent on the student, damage caused by another random event or related to the impact of forces of nature (e.g. fire, flood, etc.), etc.

The authority granting the allowance, on the basis of the documents collected in the case files, assesses whether the student's life situation justifies the granting of financial assistance.

The allowance is a one-off payment. You can get two benefits in a given academic year. Granting the allowance on the basis of given (specific) factual circumstances excludes the possibility of re-awarding the allowance on the basis of the same facts.

An application for assistance must be submitted no later than 3 months from the date of the event entitling to the award of the benefit.
