He defended his doctoral thesis in economics in 1989. After defending his dissertation and obtaining a PhD in economics, he started working at Zakłady Metalowe "Łucznik", where he went from the main specialist to the economic and financial director. As an economic and financial director, he directly managed economic analyzes in the field of sales and exports. For his great achievements in the field of organization and management, he was offered the position of Director of the Personnel and Training Center of the Ministry of Industry in Konstancin-Jeziorna. It was a particularly important period in which the systemic transformation of the Polish state was taking place and the future of Polish industry and the entire national economy depended on the quality of the management staff.

Therefore, Sławomir Woźniak, having an excellent knowledge of industry management, focused on educating management staff in the center under his management, who would be able to manage state assets in the future. He developed an innovative education project based on a group of goals of a given organization implemented simultaneously, grouped in several segments. The first segment included economic goals, which for economic organizations are expressed in the form of profit maximization, and for other types of organizations, they may mean, for example, increasing the efficiency of managing assets or using other material resources. The second segment presented market goals, which included activities aimed at increasing the share in a given market, the scale of production or sales, increasing the quality of products and services offered, and marketing activities. The third segment is social goals, covering the entirety of relations within the organization. The highly appreciated contribution and commitment as well as the practical effects of the project resulted in the promotion and assumption of the position of the Director of the Human Resources and Training Department of the Ministry of Industry in Warsaw. The most important task of this organizational unit was to conduct competitions for directors of state-owned enterprises subordinate to the Ministry of Industry throughout the country. It required a very effective organization of one's own working time and a high level of self-discipline. Sławomir Wożniak coped with these challenges and was noticed by the current Prime Minister, Prime Minister Hanna Suchocka, who offered him a job in the Office of the Council of Ministers as an advisor to the Prime Minister, with the scope of duties regarding economic analyzes, opinions and expert opinions.
